(A) No permit shall be issued to any person or business entity not registered as a contractor in accordance with title 7, chapter 1 of this code.
(B) Utilities having a current franchise agreement with the city of Dixon shall notify the building department in writing prior to the commencement of construction of any street opening. In case of an emergency, notification may be provided after the completion of the work, but in no instance later than ten (10) days after the work has commenced. (Ord. 2781, 5-3-2010)
