Whenever the federal, state or county government or any agency or officer thereof or whenever any person, firm or corporation shall offer to the village services, equipment, supplies, material or funds by way of gift or grant for purpose of emergency services and disaster operations, the village, acting through the board of trustees, may authorize any officer of the village to receive such services, equipment, supplies, materials, or funds on behalf of the village.
