Every structure and lot in violation of this title is hereby declared a nuisance. The Village may utilize the procedures to abate any such nuisance provided for in title 4, chapter 2 of this Code to abate any such nuisance, or apply to a court of competent jurisdiction for equitable relief to restrain, enjoin or abate any such nuisance.
