For any annexation of territory to the village, there shall be charged a fee in accordance with the fee schedule adopted by the village and amended from time to time. Such fee shall be due and payable no later than thirty (30) days after annexation of the territory to the village. Such fee shall not be applicable to involuntary annexation.
