1-6-10: ORDINANCES:
   A.   Recording:
      1.   All ordinances passed by the president and board of trustees of the village shall be deposited in the office of the village clerk and shall be duly recorded by the village clerk in the record book of ordinances, and appropriately indexed by their titles or subjects.
      2.   Said village clerk shall make a good record of each ordinance recorded as aforesaid, and the memorandum of the date of its passage and the publication of said ordinance, when required to be published, which record or memorandum or a certified copy thereof shall be prima facie evidence of the passage and legal publication of said ordinance for all purposes whatsoever.
   B.   Corrections: The village clerk shall file and carefully preserve the originals of all ordinances deposited in his office, and he may correct any errors in the numbering of any chapter, article or section of any ordinance by inserting the proper numbers and he may omit words inserted or supply with brackets, words omitted by clerical mistake.
   C.   Publication: The village clerk shall cause every ordinance of the president and board of trustees making an appropriation, imposing any fine, penalty, forfeiture or imprisonment to be published within one month after the passage thereof or be posted as required by law; provided, that nothing in this subsection shall be deemed to apply to any ordinance included in any revision or compilation of ordinances that may be published in book or pamphlet form, that may be published by authority of the president or board of trustees.
   D.   Repealing Ordinances, Suits And Prosecution: No suit, proceeding, fine, penalty, forfeiture, debt, writ or other liability whatsoever instituted, incurred, created, given or provided by or under any ordinances of the village prior to its repeal or modification shall be annulled, released, destroyed or in any way affected by the passage of such repealing or modifying ordinance, but the same may be prosecuted, recovered, completed and enjoined as fully in all respects as if such ordinance or any part thereof shall have remained in full force, unless otherwise expressly provided in the ordinance making such repeal.
   E.   Penalty Clauses: When any fine or penalty shall have been provided by the different ordinances or by the different sections or clauses of ordinances of the village, for the same offense, the officer or person prosecuting same may elect under which ordinance or section to prosecute, and not more than one recovery shall be had against the same person for the same offense.
