Uncompleted building means any building or manmade structure that is incomplete, unfinished, or otherwise remains uncompleted for at least ninety (90) days during any period in which no valid building permit or other authorization provides approval for the building or structure to exist in incomplete, unfinished, or otherwise uncompleted condition.
