It shall be evidence of a nuisance violation if the Village has made good faith efforts to contact the owner, occupant, mortgagee, lessee and all other persons having an interest in uncompleted buildings as shown by the grantor or grantee indices or other records maintained by the Sangamon County Clerk and ex officio Recorder of Deeds, or, if known, any agent of any interested party, and no contact has been made.
