The Village may amend this chapter to provide more stringent limitations or requirements on discharges to the POTW at any time it deems necessary to comply with the objectives set forth at Section 1040.01. All users then connected to the system at the time of such amendment shall comply with any limitations or requirements more stringent than those in effect at the time of the user's connection.
