(a) The purposes of this chapter are to regulate private and public sewers, sewer connections, industrial waste pretreatment facilities and the discharge of industrial waste into the publicly owned treatment works to provide for pollutant limitations, data collection, monitoring and sampling, to provide penalties for the violation thereof, and to provide requirements necessary to enable the Village to comply with all applicable State and Federal laws required by the Clean Water Act of 1977, the general pretreatment regulations adopted under 940 CFR, Part 403, Section 6(B) of Act 245 of the Michigan Public Acts of 1929, as amended, and Sections 1 and 11 of Act 98 of the Michigan Public Acts of 1913, as amended.
(b) The objectives of this chapter are:
(1) To prevent the introduction of pollutants into the Village wastewater system which will interfere with the normal operation of the system or contaminate the resulting sludge;
(2) To prevent the introduction of pollutants into the Village wastewater system which will pass through the system, inadequately treated, into receiving waters or the atmosphere or otherwise be incompatible with the system;
(3) To improve the opportunity to recycle and reclaim wastewater from the system; and
(4) To provide for the equitable distribution of the costs of the municipal wastewater system.
(c) This chapter provides for the regulation of direct and indirect contributors to the Village wastewater system through the issuance of permits to certain non-domestic users and through enforcement of general requirements for other users, authorizes monitoring and enforcement activities, requires user reporting and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
(d) This chapter shall apply to all persons and entities within the Village utilizing said sanitary sewer system and the Dimondale POTW. Except as otherwise provided herein, the Superintendent of the Village of Dimondale POTW shall, acting under the supervision of the Village Administrator, administer, implement and enforce the provisions of this chapter.
