Whenever a petition of the majority of the property owners on any street, or a portion of any street of at least one block in length, is presented to Council, requesting the construction of sidewalk on such street or portion of a street, Council shall consider the request and, if it deems construction of the sidewalk to be in the public interest, it shall proceed in the same manner as set forth in Section 1026.01.
