Council shall have power to provide for the construction of sidewalks. If Council deems it to be in the public interest for sidewalks to be constructed along any street or portion of any street, it shall so resolve, specifying the locations, width, depth and composition for the sidewalks which are deemed necessary. Upon such resolution, it shall be the duty of the abutting property owner, after due notice from the Clerk, to construct a sidewalk in front of or adjacent to his or her property according to Council's specifications which shall be kept on file in the Clerk's office. Such sidewalks shall be completed within sixty days from the date of notice.
