The City Maintenance Supervisor or City Engineer are further empowered to establish other watering restrictions as may be reasonably necessary and required to assure that city residents have a sufficient supply of water available during times of shortage. It shall be the obligation of the City Maintenance Supervisor or the City Engineer to give reasonable public notice of any actions taken by their offices pursuant to this subchapter. Said reasonable notice shall, in the minimum, include a one-day publication in the “The Forum of Fargo-Moorhead” newspaper at least one day prior to the enforcement of the provisions of this subchapter. Any violation of additional restrictions established by the City Maintenance Supervisor or City Engineer pursuant to this section shall also be subject to the fines and punishments as set forth in § 51.99(B).
