(A) To better ensure a sufficient supply of water is available to all city residents during times of shortage, a permanent summer lawn watering schedule is hereby enacted as follows.
(B) Each year beginning on May 1 and continuing until September 30, lawn watering in the city will be permitted only as follows:
(1) Even numbered houses will water on even-numbered days; and
(2) Odd numbered houses will water on odd-numbered days.
