§ 51.04 SEPARATE CONNECTIONS.
   (A)   The property owner shall be responsible for the maintenance of water service lines, the entire distance from the water main onto private property. Water service lines shall mean any and all lines, meters, curb stops, or other appurtenance from the water main to a property.
   (B)   If the city determines that the curb stop is inoperable, obstructed, or inaccessible for any reason, the city shall require the property owner to repair said curb stop, or remove any obstructions to allow the city access to the curb stop, within a reasonable period of time specified by the city. If the curb stop is leaking, it must be repaired immediately.
   (C)   If the property owner does not repair the curb stop in the period of time specified by the city, the city may repair the curb stop at the property owner’s expense. If the property owner does not reimburse the city for the cost of repair, the city may certify the amount to the County Auditor for collection with the property owner’s real estate taxes.
