(A) The parking of vehicles, not applying to §§ 73.02 and 73.03, on public right-of-way or street in a R-1 and R-2 zoned area, shall be limited in total to the number of licensed drivers residing on the premises minus two, provided that a minimum of two vehicles per premises shall be allowed to be parked on public right-of-way or street regardless of the number of licensed drivers residing on the premises.
(B) Example: One licensed driver residing on premises, two vehicles permitted to be parked on public right-of-way or street; two licensed drivers, two vehicles; three licensed drivers, two vehicles; four licensed drivers, two vehicles; five licensed drivers, three vehicles; six licensed drivers, four vehicles and the like.
(C) This section is not applicable to premises where off-street parking is not available. For purposes of this section, an alley is not considered an off-street parking area.
(D) Said regulations shall not apply to any motor vehicle owned by a public utility, moving company, rental company or similar company while actually being used to service a residence, or to guests visiting the premises for a limited period of time.
