It shall be unlawful for any person to abandon any motor vehicle, including junk motor vehicles, on any private street, right-of-way or public grounds or upon any privately owned property; and it shall be unlawful for any person, including an owner or occupant, controlling privately owned property to abandon or to permit the abandonment thereupon of any motor vehicle.
