(A) ABANDONED MOTOR VEHICLE.
For the purpose of this article, a vehicle shall be determined to have been abandoned under any one (1) or more of the following circumstances:
(1) It has been left unattended or inoperable on public property other than a public street for more than seventy-two (72) hours, or has remained illegally on private or public property including a public street for a period of more than seven (7) days without the consent of the owner or person in control of the property.
(2) Its certificate of registration has expired and the registered and legal owner no longer resides at the address listed on the last certificate of registration on record with the department and such owner cannot be found after a reasonable search.
(3) It is incapable of self-propulsion or being moved in the manner for which it was originally intended and left out of doors in an unenclosed structure or so located upon the premises as to be readily visible from any public place or from any surrounding private property.
(4) The manufacturer's serial plates, motor vehicle identification numbers, license number plates and any other means of identification have been removed so as to nullify efforts to locate or identify the registered and legal owner.
(5) It has been left unattended or inoperable upon a street or highway in violation of a law or ordinance controlling traffic or prohibiting parking and constituting a hazard to life or property.
(6) Its registered and legal owner of record disclaims ownership or releases his rights thereto.
(B) JUNK MOTOR VEHICLE.
Any motor vehicle which is dismantled, partially dismantled, inoperative, or discarded shall be deemed a junk motor vehicle.
