§ 1-5-33 BIDDING; COMPETITIVE, REQUIRED EXCEPTIONS.
   (A)   Before any purchases or contracts for supplies, materials, equipment or services exceeding twenty-five thousand dollars ($25,000) are made, the purchaser shall give ample opportunity for competitive bidding. However, in the event of emergency affecting the public welfare, health, or safety the provisions of this section shall not apply. A full report of the circumstances of an emergency purchase shall be filed by the City Manager with the City Council.
   (B)   Should the purchase be classified as a sole source procurement, documentation approved by the City Manager shall be filed with any quote received by/from the vendor. A purchase may be classified as a sole source for one of the following reasons:
      (1)   Only one vendor that can provide a specific product or service.
      (2)   A brand or make has been established from conformity to standardize equipment, improve maintenance, or similar reasons.
      (3)   A specific brand has been established based through reviews, testing, availability, and ability to work with other owned products or similar reasons.
