§ 4-3-31 ADMINISTRATION; RULES AND REGULATIONS.
   The Utilities Director is hereby authorized and directed to make such rules and regulations as are necessary for the safe, economical and efficient management and protection of the water system. Such rules and regulations shall have the same force and effect as ordinances, when not repugnant thereto, or to the constitution or laws of the state. Such rules and regulations shall be approved by the City Manager.
