§ 4-3-27 METER REPAIRED AT EXPENSE OF OWNER.
   Meter damaged by misuse, frost, accident, or any act of carelessness or negligence will be repaired, or, if necessary, will be replaced by the city at the expense of the consumer at a charge of not less than ten dollars ($10) minimum and actual cost of repairs or replacement of the meter or connection thereof.
