§ 4-3-25 TAMPERING WITH A WATER METER.
   It shall be a misdemeanor for any person to tamper with or change any water meter, or to make any connection to the water or sewer system without permission from the city or to reconnect service, when it has been disconnected for nonpayment of a bill for service, until the bill has been paid in full, including the reconnection fee.
