The reading of the water meters will be monthly. On one (1) unsuccessful attempt to read the meter, the city reserves the right to bill the consumer an estimated bill based upon the average use for the previous yearly consumption. It shall be mandatory that the customer make arrangements to have the meter read by the Utility Department at least four (4) times a year, which time shall be during the regular working hours of the Utility Department.
