§ 4-3-18 RIGHT TO ENTER PREMISES.
   The city reserves the right for its authorized agents to enter at all reasonable hours, the premises to which its service extends, for the purpose of reading, repairing, installing removing and/or inspecting water meters, or for any other purposes which it may deem necessary to properly safeguard the interests of the city and the consumer. When such access is refused, the service shall be immediately discontinued and not continued again until the request of the city has been complied with and "off and on" charge has been paid, or the city may require the meter to be relocated in an approved pit at such location as the city directs, or install a remote reader at the expense of the property owner.
