On all new installations or services, the service shall be installed from the distribution main to the point of connection with the building plumbing. The curb box, valve and line to the building plumbing, shall be the sole expense of the property owner or his agent, and be maintained by the property owner or his agent. This service line shall have a minimum depth of twenty-four (24) inches. Any variations of the above shall be approved in writing by the city engineer.
