(A) The installation of water mains and service lines shall be constructed in accordance with the specifications for such installations on file at the Utility Director's office.
(B) Insofar as practicable, the city shall design its distribution system so as to avoid dead ends in its mains. Where dead ends are known or necessary, the city shall cause hydrants or valves to be installed for the purpose of flushing the mains. Mains with dead ends shall be flushed as often as necessary to maintain the quality of the water; but in any event they shall be flushed at least twice a year.
(C) Valves or stop cocks shall be provided at reasonable intervals in the main so the repairs may be effected by the city with interruptions to the services of the minimum number of customers that is practically feasible.
(D) All new mains shall be thoroughly disinfected before being connected to the water system.
(E) Wherever economically feasible the distribution system shall be laid out in a grid so that in case of breaks or repairs, the interruptions of service to the customers would be at a minimum.
