§ 4-3-4 CONTINUITY OF SERVICE.
   (A)   The city shall make all reasonable efforts to prevent interruptions of service and when such interruptions occur shall endeavor to re-establish service with the shortest possible delay consistent with the safety to its consumers and the general public. Where an emergency interruption of services affects the service to any public fire protection device, the Director shall immediately notify the Fire Chief or other public officials responsible for the fire protection.
   (B)   Whenever the city finds it necessary to schedule an interruption to its service, a representative of the city shall notify all customers to be affected by the interruption, stating the time and anticipated duration of the interruption. Whenever possible, scheduled interruptions shall be made at such hours as will provide least inconvenience to the customer.
   (C)   The city shall keep a complete record of interruptions on its entire system or on major divisions thereof. This record shall show the cause for interruption, date, time, duration, remedy and steps taken to prevent recurrence.
   (D)   In the event of the interruptions, as set forth in (A) and/or (B) above, the city is hereby authorized to determine and fix special water and sewer adjustment of discount and/or rebate charges to customers affected by the interruption, based upon the quantity of water delivered to the customer, the rates fixed for such quantity, and upon the facts, circumstances and conditions of each customer.
