§ 1-3-4 VOTING REQUIREMENTS.
   (A)   All actions of Council shall be by majority vote of members present at a public meeting.
   (B)   Every member of Council present shall vote on every question except when required to refrain from voting by state law.
   (C)   The vote on every question shall be by roll call when the vote is not unanimous and shall be recorded in the Council minutes by the Clerk.
   (D)   No member of Council may leave the Council chamber while in public session without permission of the presiding officer.
