(A) The existing waterworks system and the existing sewerage system of the city shall be and are hereby combined into a single system which shall be operated and known as the combined waterworks and sewerage system of the city.
(B) The business operations of the city's combined system will be kept separate from any other business of the city. The combined system shall be operated on a fiscal year basis commencing on July 1 in each year and ending on June 30 of the succeeding year. Accounting records shall be maintained on an accrual basis.
