§ 4-1-2 SCOPE.
   This title shall apply to the city and to persons outside of the city who are, by contract or agreement with the city, users of the city's waterworks and/or sewerage system. Except as otherwise provided herein, the City Manager or his designee shall have the authority to administer, implement and enforce the provisions of this title.
