§ 50.15 SEWER AND WATER CAPACITY USER FEE.
   (A)   (1)   There is hereby established a sewer and water capacity user fee which shall be due and payable to the Village Clerk for connection to the village sewer and/or water system as follows:
         (a)   Single-family residence - $750;
         (b)   Duplex, triplex, or quad - $750 per unit; and
         (c)   Commercial and industrial - $1,500.
      (2)   For a connection with commercial or industrial buildings, or any user not listed in division (A)(1) above, a charge shall be made based upon the quantity and nature of the waste to be discharged into the sewerage system and the quantity of water to be used.
      (3)   In the event of the use of one of the services, water or sewer, is not available to the applicant desiring to connect to a service which is available, the fee to be charged shall be 60% of that amount if only sewer service is available and 40% of that amount if only water is available.
      (4)   The amounts to be charged under the provisions of above shall be determined by the Mayor and Commission based upon engineering data supplied by the City Engineer.
      (5)   The above fees shall be charged in addition to the fees required to be charged for sewer and water tap-on fees or connection fees and inspection fees, and shall be charged in addition to the fees required to be charged under the terms of any subdivider reimbursement agreement.
      (6)   (a)   There is hereby imposed upon all new connections to a sewer main within the village a sewer user fee in the amount of $1,000.
         (b)   The fee shall be payable in advance at the time of application requesting a service connection to a sewer main.

   (B)   The fees provided in this section shall be paid to the village prior to connection to the sewer and/or water system of the village.
   (C)   This section shall become effective upon its passage, approval, and publication; and this section shall be published in pamphlet form.
