No person shall cause or allow the emission of sound during night time hours (10:00 p.m. to 7:00 a.m.) from any noise source to any receiving residential land which exceeds 60 dBA when measured at any point within the receiving residential land, provided, however, that point of measurement shall be on the property line of the complainant.

(A) Variance permits may be issued by the village to exceed the noise standards set forth in this subchapter as follows.
(B) A temporary variance permit may be issued upon request, provided that the work producing the noise is necessary to promote the public health and/or welfare and reasonable steps are taken to keep the noise at the lowest practical level.

(A) Emergency operations. Emergency short-term operations which are necessary to protect the health and welfare of the citizens, such as emergency utility and street repair, fallen tree removal, or emergency fuel oil delivery, shall be exempt, provided that reasonable steps shall be taken by those in charge of the operations to minimize noise emanating from the same.
(B) Noises required by law. The provisions of this section shall not apply to any noise required specifically by law for the protection or safety of people or property.
(C) Powered equipment. Powered equipment such as lawn mowers, small lawn and garden tools, riding tractors, and snow removal equipment which is necessary for the maintenance of property, is kept in good repair and maintenance, and which equipment, when new, would not comply with the standards set forth in this subchapter, shall be exempted.
(D) Community events. The term “community events” shall include things such as parades, festivals, drum corp shows, sports events, Fourth of July celebrations, sanctioned or sponsored in whole or in part by local governments, schools, or charitable or service organizations.

WEEDS AND VEGETATION
(A) The Village of Diamond hereby prohibits any person owning, occupying, using or who is otherwise responsible for the upkeep of any property within the Village of Diamond from allowing or permitting the growth of any plant species regarded or capable of classification under the laws or auspices of the State of Illinois as a nuisance species or from allowing or permitting the growth to a height in excess of 8 inches of any weeds (including but not limited to jimpson, burdock, ragweed, thistle and cocklebur), grass, plants or other vegetation on any such parcel of property, provided, however, that the prohibitions set forth herein shall not apply to:
(1) Trees, bushes, shrubs, flowers;
(2) Any intentionally cultivated agricultural vegetation;
(3) Any vegetation cultivated or maintained in an effort to preserve, promote and protect plant species native to Illinois;
(4) Any vegetation intentionally cultivated or maintained in an effort to reproduce ecosystems or environmental conditions naturally existing in the State of Illinois; or
(5) Any vegetation intentionally cultivated or maintained in a clearly defined and physically discrete area for landscaping, ornamental or other aesthetic purposes.
(B) Any such weeds or plants which are permitted to grow in violation of this subchapter are hereby declared to be a nuisance.
