(A) Within the territorial jurisdiction of the Village of Diamond, Illinois, it is hereby declared to be a nuisance for any person, persons, or corporation:
(1) To establish, maintain, or carry on any offensive or unwholesome business, trade, employment, or manufacture; or to so conduct any business or use any premises, whether for business or other purposes, so that smoke or other noxious exhalations or offensive smells or odors are emitted; or to so conduct any premises, whether for business or otherwise, as to make them dangerous to the health of individuals or the public;
(2) To throw, deposit, or strew, or suffer to be deposited or strewn, any dirt, filth, ashes, tin cans, bottles, the carcass of any dead animal, or other rubbish or noisome substance in any lot, street, alley, highway, water course, ditch, pond, or other public or private place, or to permit or suffer any such filth or rubbish to remain in any such public or private place;
(3) To obstruct or impede the free passage of water through any gutter, ditch, or open drain, or obstruct or impede the natural drainage of any public or private property;
(4) To obstruct or impede any public highway, or any public or private way, street, or alley;
(5) To suffer to remain on his, her, or its premises, to the annoyment or detriment of other persons, a dilapidated building liable to fall or take fire, and which by reason of its proximity to the contiguous or adjacent building and premises of other persons does endanger their life or property;
(6) To suffer or stand or remain on his, their, or its premises, water which is or which may become stagnant, fowl, and offensive, as well as detrimental to the health of persons residing in the neighborhood thereof;
(7) To use in the erection of, or repairing of, any building, a scaffold or scaffolds not wide enough to ensure the safety of persons passing under or near the same;
(8) To suffer any animal, which is owned by any such person, persons, or corporation, which may come to its death in any manner, to lie, for more than 24 hours after its death, in or upon any way, street, or alley, or in or upon any public or private place;
(9) To suffer to remain on his, her, or its premises, to the annoyment or detriment of other persons, or in the condition that children will be attracted thereto and in being attracted may be injured therein or thereon, any uncovered or inadequately covered well, or any ditch, excavation, foundation, building, lumber pile, or pile of other material, or any structure of any kind;
(10) To throw any nails, broken glass, or other sharp instrumentality in any public way, street, or alley;
(11) To throw any nails, bottles, tin cans, papers, or other rubbish, or other harmful or offensive matter, from any vehicle while the vehicle is standing or moving over or along any public way, street, or alley.
(B) This section shall be in full force and effect from and after its passage, approval, and publication according to law.
