In case of resubdivision of areas previously subdivided, where improvements are already installed which meet the requirements of this chapter, no further construction shall be required; provided, however, that where such installations have become worn or broken, defective or do not meet current village standards, the subdivider shall be required to repair and correct such defects or deficiencies and bring the same into compliance with the current requirements of the village.
