§ 110.15 LICENSE REQUIRED.
   It shall be unlawful to sell or offer for retail sale in the territory in the county, outside of the limits of any incorporated city, town or village, any alcoholic beverage without having a retailer’s license, or to be in violation of the terms of the license.
