(A) Every owner of a dog or cat, four months of age or more, shall cause the dog or cat to be registered and shall pay a registration fee, as described in § 90.019.
(B) Registration and payment of the registration fee shall be made to the veterinarian where the dog or cat is required to be vaccinated or the County Treasurer.
(C) Each animal subject to registration under the terms of this chapter shall be registered annually in the case of a one-year vaccination, and tri-annually in the case of a three-year vaccination on or before the expiration date shown on the registration certificate.
