SCHEDULE I. WEIGHT LIMITATIONS.
   (A)   Generally. The weight limit on all county highways that have a seasonal posting pursuant to division (B) below shall, at all times other than the seasonally posted period, be in accordance with ILCS Ch. 625, Act 5, § 15-111(a), (b), (d) and (e), as it existed immediately prior to the 96th General Assembly.

   (B)   Seasonal weight limit on county highways.
      (1)   The weight limitation on all county highways, except those specifically excluded hereafter, shall be four tons per axle during those periods when the County Engineer determines that, by reason of deterioration, rain, snow or other climate conditions, county highways may be seriously damaged or destroyed unless the weight limitations are reduced to four tons per axle.
      (2)   The restricted period shall not exceed 90 calendar days in any one calendar year.
      (3)   The following county highways, which serve as access to villages and agricultural-related business in the county or which have been improved in an effort to withstand the statutory legal loading during the aforementioned restricted period, shall not be posted:
         (a)   County Highway 1 from Illinois Route 10 to U.S. Route 51;
         (b)   County Highway 4 from Illinois Route 54 to Piatt County line;
         (c)   County Highway 5 from the Macon County line to Illinois Route 10;
         (d)   County Highway 6 Ext. from Waynesville limits to County Highway 17 Ext.;
         (e)   County Highway 7 from Illinois Route 54 to Howard Street in Kenney;
         (f)   County Highway 9 from County Highway 17 Ext. to U.S. Route 51;
         (g)   County Highway 10 from Wapella Limits to Illinois Route 54;
         (h)   County Highway 11 from County Highway 7 to U.S. Route 51;
         (i)   County Highway 12 from Lane to Illinois Route 10;
         (j)   County Highway 13 from Midland City to Illinois Route 10;
         (k)   County Highway 14 from Illinois Route 10 to Illinois Route 54;
         (l)   County Highway 17 from Illinois Route 10 to County Highway 6 Ext.; and
         (m)   County Highway 22 from U.S. Route 150 to seven-tenths of a mile north.
      (4)   Exemptions.
         (a)   All firefighting apparatus and equipment for snow and ice removal operations owned or operated by any governmental body and all vehicles, equipment and apparatus operating under the jurisdiction and/or direction of the County Highway Department, any law enforcement agency in the state and/or county or the County Emergency Services Department shall be exempt from these limitations; and all vehicles, equipment and apparatus operating to restore gas, electric, water or sewer services in an emergency due to an unplanned disruption of service shall be exempt from these limitations.
         (b)   School buses shall be exempt from these limitations.
         (c)   Service vehicles including, but not limited to, milk trucks, fuel trucks and livestock feed trucks operating at a weight which does not exceed the empty weight of the vehicle plus 6,000 pounds shall be exempt from these limitations.
      (5)   It shall be unlawful for any person to operate any vehicle upon county highways hereinabove set forth during the restricted period established by the County Engineer.

   (C)   Issuance of permits. Upon application and good cause being shown, the County Engineer may issue a special permit, at his or her discretion, authorizing the applicant to operate a vehicle of excessive maximum weight temporarily upon the highways, upon showing an undue hardship or upon showing that the vehicles cannot reasonably be dismantled or disassembled.

   (D)   Fines. Any person who is convicted of any violation of any provision of this chapter shall be fined in accordance with ILCS Ch. 625, Act 5, § 16-104.
