§ 53.20 PERMIT REQUIRED.
   No water well shall be constructed or deepened, except in accordance with this chapter, and it shall be unlawful to proceed with the work unless a permit has first been obtained from the Health Authority. A non-community public water supply shall not be operated without first obtaining a permit from the State Department of Public Health.
