(A) All equipment used for the collection of garbage, refuse, junk, rubbish and commercial rubbish by scavengers must be of the packer type, or another design suitable for the sanitary and healthful transportation of the refuse and garbage as the Board of Health may approve.
(B) Equipment shall be maintained so that it is operating properly and safely so that no garbage, refuse or rubbish can blow or fall off the truck, and shall be painted and lettered legibly with the name and address of the firm or person owning and/or operating the unit.
(C) Any truck owner or operator shall be responsible for immediately picking up any garbage, refuse or rubbish that is allowed to blow from or drop off any garbage truck operation in the county from any roadway, public or private. Failure to comply with this section shall be a violation of this chapter.
(D) When a complaint is received regarding noise created by the operation of refused collection vehicles and/or crews, the Board of Health may, upon review of the complaint, set the hours of collection so that the noise does not unduly disturb the neighborhood.
(E) Overnight parking of loaded garbage collection vehicles on public or private property is prohibited.
(F) Scavengers must comply with all ordinances and laws of the county.
