It shall be the responsibility of the owner to dispose of any commercial rubbish upon any property owned by him or her. The collection and disposal shall be performed by a scavenger or by the occupant, tenant, owner or his or her agent or firm producing and/or possessing the commercial rubbish, with enclosed equipment in a manner not inconsistent with the provisions of this chapter. When cardboard box waste or equivalent is hauled, enclosed equipment is not required, but the waste must be contained while being transported.
