In the event of a complaint involving products produced in an unlicensed home kitchen operation or upon the outbreak of a disease that may be connected to a home kitchen operation, the regulatory authority shall have the authority to conduct an inspection of the operation for the purpose of investigating the complaint or outbreak. The regulatory authority shall request consent to inspect during daytime hours. If consent is denied, the regulatory authority shall obtain an administrative search warrant.
