When any food service establishment, retail food store, seasonal operation, vending operation, or mobile food unit is hereafter constructed, extensively remodeled, sold, or whenever existing structures are to be converted and utilized as a food service operation, properly prepared plans and specifications shall be submitted to the regulatory authority. Said plans shall indicate layout and arrangement of the work area(s) along with product specification sheets for all equipment to be purchased and used.
