7-3-2: PARKING PROHIBITED IN CERTAIN PLACES:
   A.   Loading And Unloading: No person shall stop, stand or park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than eighteen feet (18') of the width of a roadway for free movement of vehicular traffic except that a driver may stop temporarily during the actual loading or unloading of passengers, merchandise or materials or when necessary in obedience to traffic regulations or traffic signs or signals or a police officer.
   B.   Alleys:
      1.   Free Movement: No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten feet (10') of the width of the roadway for the free movement of vehicular traffic.
      2.   Loading Or Unloading: It shall be unlawful for any person to park any vehicle of any kind or character in and upon any public alley within the city, except for the purposes of loading and unloading.
   C.   Crosswalks: It shall be unlawful for any person to park any vehicle of any kind or character, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device, within twenty five feet (25') of a crosswalk at an intersection within the city, unless the vehicle is parked in a metered parking space.
   D.   Trailers And Semitrailers:
      1.   No person shall park a semitrailer truck or tractor on either public or private property in a residential zone except when said truck or tractor is actually delivering, unloading or loading personal property to and from premises in such zone, and except any such truck or tractor which is restricted wholly to the interior confines of a private garage.
      2.   It shall be unlawful for any person to park any trailer or semitrailer detached from a vehicle on any public street within the city except for emergency purposes or as set forth in subsection D4 of this section. Whenever trailers or semitrailers are parked in emergency situations, all requirements regarding flares or other warning devices shall be complied with. In addition, the police department shall be notified as soon as possible of the emergency situation.
      3.   It shall be unlawful to park a semitrailer truck cab, with or without an attached trailer, overnight on any public right of way, street, parkway or sidewalk within the city, except as set forth in subsection D4 of this section.
      4.   a.   Residents may park a travel trailer, camper, recreational vehicle, boat, or moving trailer on a public street directly in front of the dwelling, or public parkway for purposes of loading or unloading for a period no longer than twenty four (24) hours, unless said parking will cause a danger to public safety. Notification must be given to the Des Plaines police department prior to parking the travel trailer, camper, recreational vehicle, boat, or moving trailer on a public street or parkway.
         b.   Trailers may be stored or parked on private property in accordance with the provisions of amended section 302.8.1 in section 10-9-2 of this code.
   E.   Commercial Vehicles:
      1.   For the purposes of this section, “commercial vehicle” shall mean any vehicle licensed and classified by the state in excess of a B plate or weighing in excess of eight thousand pounds (8,000) gross weight (including vehicle and maximum load) and:
         a.   Is operated for the transportation of property in the furtherance of any commercial or industrial enterprise, for hire or not for hire, or a recreational vehicle being used commercially, including, without limitation;
         b.   Has lettered signage posted designating a commercial business;
         c.   Is designed for pulling or carrying freight or cargo, or is a motor vehicle of the first division remodeled for use and used as motor vehicles of the second division; or
         d.   Is a “road tractor” as defined in 625 Illinois Compiled Statutes 5/1-178, farm tractor, or earthmoving equipment.
      2.   Commercial Truck Parking in Residential Areas: It shall be unlawful to park a commercial vehicle on any private or public property in any residential district of the city, except as set forth in subsection E4 of this Section or when the commercial vehicle is parked within a fully enclosed private garage.
      3.   Overnight Commercial Truck Parking: It shall be unlawful to park a commercial vehicle overnight on any public right of way, street, parkway or sidewalk within the city, except as set forth in subsection E4 of this section.
      4.   The requirements of this subsection E shall not apply to commercial vehicles that are parked within the city limits for the purpose of delivering or collecting persons, materials or merchandise and/or performing some service to the residents on whose property or adjacent to whose property the vehicle is being parked.
   F.   Antique Vehicles:
      1.   For the purposes of this section, "antique vehicle" means an antique vehicle or expanded-use antique vehicle as each is defined by the Illinois Vehicle Code, 675 ILCS 5/1 et seq.
      2.   Overnight Antique Vehicle Parking: It is unlawful to park an antique vehicle overnight on any public right of way, street, parkway or sidewalk within the city.
   G.   Commercial School Buses:
      1.   Parking On Residential Streets: It shall be unlawful for any operator or owner of any commercial school bus, licensed and classified as such by the state under 625 Illinois Compiled Statutes 5/1-182, to park such vehicle upon any residential street in the city except for the purposes of loading and unloading school bus passengers.
      2.   Algonquin Road: It shall be unlawful for any person to park any vehicle of any kind, other than a commercial school bus licensed and classified as such by the state, under 625 Illinois Compiled Statutes 5/1-182 (1992), in the zone posted "Buses Only" on the south side of Algonquin Road, between the administration center entrance and the east end addition to Algonquin Junior High School, during normal school hours (7:30 A.M. to 3:30 P.M.). Notwithstanding the foregoing, student pick up and drop off shall be permitted on the south side of Algonquin Road, from Fifth Avenue to said "Buses Only" zone, and such area shall be posted "Student Pick Up And Drop Off".
      3.   Eighth Avenue: It shall be unlawful for any person to park any vehicle of any kind, other than a commercial school bus licensed and classified as such by the state, under 625 Illinois Compiled Statutes 5/1-182 (1992), in the zone posted "School Bus Zone" along the east side of Eighth Avenue, in front of Chippewa Junior High School, on school days only, during the hours of seven thirty o'clock (7:30) A.M. to eight thirty o'clock (8:30) A.M., and two thirty o'clock (2:30) P.M. to three thirty o'clock (3:30) P.M.
   H.   Other Restricted Areas:
      1.   Yellow Curbs: Parking shall be prohibited on any street or portion thereof, in the city where the adjacent curb or gutter is painted yellow, or where the street pavement itself is marked in yellow.
      2.   On Parkways: No person shall stop, stand, or park any vehicle at any time on any parkway.
      3.   Parking In Front Of Public Buildings: When official signs are erected or placed giving notice thereof, no person shall stand or park any vehicle longer than necessary to load or unload passengers within a space designated by official signs along the adjacent curb immediately in front of the entrance to any public building, hospital, hotel, theater or church.
      4.   Parking Prohibited Under Viaducts: No person shall stand or park any vehicle longer than necessary to load or unload passengers under any viaduct or on the approaches thereto.
      5.   Blocking Driveways Or Garages: No person shall stand or park any vehicle in such a manner as to block ingress or egress from any public or private driveway or garage. (Ord. 2-20-39; amd.
