All electrical meters shall be read at least one time each month during which electrical service is used between the nineteenth day and the twenty-fifth day of the month. In the event a meter is broken or otherwise fails to register accurately the use of electricity by any consumer, the six-month average of the season one year previous to such breakage shall be used for billing purposes.
