These rules shall govern the conduct of hearings held by the City Council and the Planning Commission, hereafter referred to as the deliberating body of the city, including all hearings and appeals. Any other matters coming before the deliberating body for hearings may be governed by any or all of these rules at the discretion of the Councilors or Planning Commissioners, hereinafter referred to as members.
