§ 152.153 EXPANSION OR RENOVATION OF NON-CONFORMING USE.
   (A)   A non-conforming use (existing at the time zoning was adopted or changed in the area) may be expanded or renovated if the Planning Commission determines that such use is not detrimental to the public health, safety, and welfare, and that such use is in compliance with all state rules and local ordinances.
   (B)   Expansions or renovations of non-conforming uses and structures may be allowed providing the work does not result in a greater adverse effect on the surrounding area considering factors, such as parking, traffic, dust, noise, lighting, or hazards. The Planning Commission may allow a request for an expansion or renovation of a non-conforming use upon holding a public hearing following the conditional use procedure.
