(A) If a citation is commenced as described in § 11.07 of this chapter, the appropriate enforcement officer shall serve the summons portion of such citation personally on the person cited; provided, however, that if the citation is for violation of motor vehicle parking ordinance, the summons shall be served upon the defendant either by delivering the summons to the defendant or placing the summons in a conspicuous place upon the vehicle involved in the violation, and if the citation is for violation of a boating ordinance, the citation shall be served upon the defendant either by delivering the citation to the defendant or placing the summons in a conspicuous place upon the boat involved in the violation.
(B) If the defendant cannot be located within the city, the appropriate enforcement officer or the City Attorney may cause the summons portion of such citation to be served personally on the person cited by any peace officer in the state where the defendant may be found.
