§ 151.09 BUILDING EXTERIOR UNCOVERED.
   No exterior surfaces of any building under construction in the city shall be allowed to remain uncovered, and no building paper shall be exposed, and no exterior walls left in a non-weather protected condition for more than 18 months after a building permit shall have been issued.
