Any person who has been assessed a false alarm penalty, had a permit revoked or suspended, or suffered any other penalty as provided in this chapter, may appeal to the City Council. A written notice of appeal of any assessment, revocation, suspension, or other penalty shall be filed with the City Recorder within ten days of the charge.
