§ 95.065 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BICYCLE. A vehicle that is designed to be operated on the ground on wheels; has a seat or saddle for use of the rider; is designed to travel with not more than three wheels in contact with the ground; and is propelled exclusively by human power.
   CENTRAL BUSINESS DISTRICT. The streets and sidewalks within the district bounded on the north by the north line of Lane Street, on the south by the south line of Schoolhouse Road, on the east by the east line of Williams Street to Highway 101, and on the west by the west line of Highway 101, all of the downtown area, all of Bay Street, city leased parking lots, and the park area surrounding the Painter Building or in or upon or upon any off-street motor vehicle parking area within the district described above.
   OPERATE. To operate, tow, push, move, or otherwise propel.
   ROLLERSKATES. Wheels affixed to the shoes or boots of a person, whether as a single boot/wheels unit or separate units strapped together.
   SHOULDER. The portion of a highway, street, or roadway, whether paved or unpaved, contiguous to the highway, street, or roadway that is primarily for use by pedestrians, for the accommodation of stopped vehicles, for emergency use, and for lateral support of base and surface courses.
   SIDEWALK. The area determined as follows:
      (1)   On the side of a street, highway, or roadway which has a shoulder, a sidewalk is that portion of the street, roadway, or highway between the outside lateral line of the shoulder, and the adjacent property line capable of being used by a pedestrians; and
      (2)   On the side of a highway, street, or roadway which has no shoulder, a sidewalk is that portion of the highway between the lateral line of the roadway upon which motor vehicles principally use the highway, street, or roadway, and the adjacent property line capable of being used by pedestrian.
   SKATEBOARD. A vehicle propelled by either motor or human power, which consists of two or more wheels affixed to a flat riding surface, upon which the operator usually stands during movement, and on which the operator is not strapped to the vehicle.
   STREET. The portion of a highway, street, roadway or other right of access developed or used for vehicular access that is improved, designed, or ordinarily used for vehicular travel, exclusive of the shoulder.
