In the event that the Council orders are not obeyed, the Council must specify with convenient certainty the work to be done and shall file the statement thereof with the City Recorder. The City Recorder shall advertise for bids or quotes for the doing of the work in the manner provided for by state public contracting laws, rules, and regulations. Bids and/or quotes shall be received, opened, and the contract let.
